They're not targeted. I actually searched around the app settings looking for an option to enable targeted ads. If I'm forced to see ads, I'd much rather see ads for things I might actually care about.

I suspect it won't help - that option controls how Apple surfaces ads. The ads you are speaking to are most likely surfaced by the news sources themselves as part of the articles.
