In Australia we use our hazard lights in times of poor visibility and this is taught through the road-rules test which forms part of acquiring a driving licence
You must live in a different Australia from me, I've never seen anyone driving with hazards on, even in torrential downpour. Pulled off on the side of the road, of course. Actually driving without something actively wrong with the car? Never.
