I imagine they're referring to the case where the ferry workers are directing you when you first drive onto the boat. Seems like a valid point, but I hardly ever take ferries and don't recall if there are signs asking drivers to turn off their lights.

It'd be best to simply remind the driver that the lights are manually turned off with a subtle notification in the display, and leave it up to the driver to decide whether they should remain off.
