Why would that stop someone?

People usually don't like sitting in jail for destruction of property. Having videotaped evidence of your crime tends to rapidly lead to that.

I have crystal clear full 1080p video of a burgler stealing several items from my garage.

When the police arrested him, six months later for another crime, the prosecutor decided not to pursue my case because of insufficient evidence.

Anecdotal, for sure. But it's no guarantee that it being on video means prosecution.

Ah, the problem here is you presumably aren't a corporation and therefore likely didn't consider contributing monetarily to the prosecutor's campaign funds. This is how you get your interests considered by the state.
