Following that line of reasoning a turned off pc is the farthest ahead. Its extremly secure after all and has no apps ;)

his reasoning is sound. no pc no vulns. this is simple logic. its maybe not practical, but that wasnt being debated. OpenBSD isnt very practical either. It is pretty securable though for an ring0/3 system.
