Flock cameras spread through government deals that bypassed public scrutiny

Could it be related to politicians and police officials incentivized by the contractor payments from the Public Safety Strategies Group?

Wait until someone looks really close, and finds out local governments are using flock cameras, to target and harass individuals, while writing the events up as "training exercises" to get even more federal/state money.
