These ports are borrowing large parts of the architecture, algorithms, and data structures from the official implementation.

I don't think a spec would facilitate them at such a low effort level and cost.

You need the experience of building and maintaining a compiler to make a great language spec. The tsrs team specifically said they don't want to be trying to change the spec.

Because at the end of the day, someone has to actually care and put in effort, even if the thing is machine generated, because it can go off the rails.
