I'm pretty sure it was to protect the children, or fight terrorism, or to save the NHS, or lower taxes.

That's not based on deep packet inspection; it's just low tech stuff like IP blocks. ISPs don't have the resources or expertise to DPI encrypted traffic (which is the majority of network traffic now).
