This whole post feels like bait

  Or you could, you know, use any decent IDE, or a deterministic refactoring utility, or even a quick Perl script.

Nothing is stopping YOU from doing that. If you enjoy working that way, have at it.

The ban applies only to government employees. Furthermore, most people are not U.S. citizens. So they can use whatever they want.
