The actually didn't. The Russians (GRU) hacked Kushner and an agent within the GRU handed over the data.
Looking at it myself that is inaccurate. It seems like GRU hacked the phone first and then Dutch intelligence did the same thing. See my comment above.
Countries don't have friends, they have interests. Spying on allies has always been a thing.
