Good, this will get rid of scammers, poorly written apps, and ten a penny vibe coded apps. They should have done it a while ago.
Despite Google's best efforts to automatically ban malicious developers, catching many legitimate developers in the crossfire, their store isn't exactly a bastion of quality or scam-free.

Fact of life is they make money off apps including malicious ones. For the same reason a lot of promoted content on Google search is clickbait and they even serve malicious apps. Money corrupts.

Thousands of murders are not happening inside private homes. Almost every single murder that happens in my city happens on the street.
