I believe that author is talking about a fee of 25$ you must pay to google when publishing your app in their ecosystem.
You pay that fee once to setup your publishing account (unless they close it on you, in that case you won't be able to reopen the account.. you'll have to start fresh and pay again). Not per app-publish, not per-year.
