The SpaceX landing barges are named after capital ships of the Culture novels, I guess that is the Musk - Culture connection. Without that little tidbit, a connection does seem far-fetched.
I know. I find it very... peculiar not reading the Culture books, some of the best SF books ever written, just because Musk also read them. Not to mention they're a very direct critique of his (stated) ideology

The Culture is Fully Automated Luxury Gay Space Communism, not TESCREAL. Musk picked the cool gadgets and the funny ship names, but missed or ignored the ideology
