By 'privacy', they just mean no one is allowed to spy on you for free.
Apple isn't no one.
A few more possibilities/suggestions:
1. Disable "Advanced Tracking and Fingerprinting Protection"
2. Disable "Privacy Preserving Ad Measurement"
3. Disable "Fraudulent Website Warning"
4. Set the Search engine to something other than Google
5. Disable "Preload Top Hit"
It’s not Apple, Google might associate the account with a country instead of IP address or it could associate the ipaddress with a vpn provider and not a geographic location.
