In much of the US, some types of highways do have a minimum speed. It varies by state (and can even vary within a state). I believe most places have a minimum on Interstates of 40 MPH.

Minimum speed requirement on most highways is 45 MPH regardless of vehicle type or licenses. You can't walk or ride a bike or moped down a highway either.
