This is not a passive process. The choices are all of ours. We are not spectators in history, we're its actors.
No. It is no more your choice than tomorrow's weather. Sure you could in theory directly or indirectly persuade someone with direct access to aircraft-based cloud seeding. But in practice your personal effect is going to be negligible.
My point is - humanity as a species has already effectively made its choice.
