SUPER PACs are the "issue." These are outside entities which are "campaigning" in some way (see: advertising). These are legally entities outside of the candidates campaign. You simply cannot stop an entity from saying "Vote for x candidate" or "Y candidate wants to kill your puppies" without violating the 1st amendment.
