Adjudicating over public good is literally the point of the government. What are you talking about...? Do you think we live in a libertarian free market paradise?
Yes you are right, but government must act through law. That is, government can’t work by having a bunch of people ad hoc deciding how to use government power. It needs to work by deciding objective principles of operations, called laws, and then enacting those.
That’s why they call it “rule of law”
