I didn't get to the tank in question but also: Let's assume the city or whoever wrote the rule because it's their park, so they are usually allowed to break their own rules anyway. (Maybe I am missing the point of this example, but even in our parks with something of that rule the utilities have golf carts to grab the trash and no one objects to that rule...)
