I understood that they are able to hear pure base tones at higher frequencies. But once they are modulated quicker than 70 Hz (implant electrodes are switched more quickly than that) then it turns into white noise. That would fit with the "all voices are the same" description where everything is reduced to base frequency, without harmonics.
