Yeah, I'm not really buying this either, Russian state media isn't exactly the high-water mark of journalism. The idea is entertaining though.

There is a possibility that this is an attempt to build up a media cover and public support for rolling out some sort of state sponsored "security" system for Russian citizens akin to the Great Firewall of China.
