When 11.4 came out, I complained to my co-worker. "Man, another upgrade. Things always seem to go a little wonky after updating."
He said "wait, what do you mean?"
Turns out he was an Arch Linux user, and Arch uses a rolling release system. The idea of upgrading to a new version doesn't make sense; every system update gives you the newest tested version of everything.
(So now instead of things going wonky every few months, they go wonky constantly :)
OpenSUSE is a fine distro, especially if you're a KDE user. But if you're tired of a big bomb upgrade once every so often, consider a rolling release distro as well.
On the other hand, if you want to run the same code and not worry about upgrading for years, 13.1 is a good choice because it's a longterm support release and will continue to receive bugfixes until 2016.
