I hope that is the case, but I've seen far too many of these articles written by native english speakers. I've graded papers by university students (year three!) that were far worse than this article.

EDIT: Except they randomly capitalized words, removed random parts of sentences to make them incomprehensible, and inserted the word "blackberries" in the middle of a sentence. The more I look at this article, the weirder it gets.
