Edit: I just wanted to add that I think the two proposed solutions target in-app purchases in general, rather than just hidden or dishonest in-app purchases. A good solution would be one that doesn't affect positive uses of in-app purchases but does combat negative uses.
I'm not suggesting blindly trusting any company or person but do we have actual knowledge in this subject I missed or simply opinions?
I think the best way I can explain it is that this feels the same as contacting a caterer and saying "I have an event with people, what should I serve?" Any good answer would require knowing the type of event, the venue, dietary requirements, number of people, budget etc. Same with you task, but we need to know more about skills, specific functionality, goals, etc.
The actual answer, in my opinion, is that hosting, software stack and secure storage of data aren't a big concern at this point. You have an idea. Turn that into a plan including all the features you think you need to launch a first version of your app. Remove 50% of the features. Remove another 50%. Talk to potential customers. When you have a solid plan, then you can start worrying about how to make it happen. Then build it using whatever software stack you know best.

Why isn't this project open-source?
Ultimately I'd like DevDocs to provide me with some income so I can keep improving it over the long-term. Until I figure out how to do that I've decided to keep the project closed-source. If you have comments or ideas about this I'd love to hear them.
As far as I understand, PRK has little bit longer recovery, maybe 3-5 days, as it's a slightly different procedure (carving your cornea directly instead of cutting a flap, doing the work and putting it back). I'm not a doctor so I can't speak to exactly what's recommended with both or what to expect but my LASIK experience was great and I was told I could go back to work the next day.
You're very lucky in the HN is an intelligent community that will most likely spend the time to point out where you can improve and what you're doing wrong with experience in a huge range of businesses. What they can't do is distill that information down so simply that it applies to all businesses.
The biggest problem right now is that there's little incentive to actually pay you, so it's essentially a directory. You're already telling me these developers are pre-approved, so I can assume they're pretty good. As they have personal websites and Github profiles links on most users, what's to prevent me from just going through and finding some I like, then reaching out to them to discuss?
If you want to make money, you may need to change the method a bit. Charge of access or make it hard to contact users on your own or have an explicit policy against this like Elance. $100 isn't much to people looking for Rails devs but there has to be at least $100 of perceived value in your service.
I think those are the people who could benefit more from a more context-knowledgeable search, and I think that's still a huge majority of people.
