I'll take that as a no. Your title claims "All of Andrew Ng's machine learning class in Python." I think you've sufficiently admitted this is the course work, and I need to point no further than that. Now you also fall back and say, "Well, other people are doing it too!!" which is itself an admission of guilt in my mind.

The way I see it, Andrew Ng is an entrepreneur co-founder with a startup called Coursera. He makes his courses free, because he's a good guy, and free attracts the audience that makes his platform worth something. By reproducing one of his most popular courses in python, you dilute his brand and try to snatch part of his audience.

It's not any different than if you copied Harry Potter wholesale, but translated it to French. You're infringing on a work a person with noble goals produced, and who is head and shoulders above you as an authority on the course material. It's fine to be excited about what he taught you, but you should make your own course instead of gimping his.
