It must be comfortable not being affected. You get to speak on everybody else's behalf and tell them they're not affected either.

People often need to exit the country they live in and apply for a new visa from outside. It doesn’t make much sense, but many visa/residence permit types can only be applied for from outside.

Yeah except that you might not be able to re-enter the country if you leave to visit family or something.
