Is the cost of the electricity rolled into the condo fee? How is that fair for people without EVs?
I'm glad I own my own house and don't have to deal with "one-size-fits-all" crap like this anymore.

Yes, everyone has an assigned stall.
You pay for your own electricity. We require anyone who wants to charge to buy a device [1] that balances the charging load and records usage. It's connected to WiFi, so you can enable/disable the charger from your phone.
The electricity comes from the House (common) panel. The HOA pays the electric company bill and then bills residents for their usage.
In the end, it's really no different than if you're in your own house. You pay for electricity by the kWh. If you don't have an EV, none of this affects your wallet at all.
Presumably the same thing that stops you from parking in your neighbor's driveway and charging using their outdoor outlets - it's illegal, and the savings of a few dollars isn't worth the potential penalties.
