I get some serious eastern Germany vibes from this. Next thing after capital controls are human capital controls aka walls and guns. A country should not try to fix symptoms like this, there is probably some cobra effect biting you back
Capital restrictive make sense as long as countries don't permit free labour movement.
If you permit capital flight from developing countries it will just be a repeat of colonial extraction
