Is there no policy of calling someone without a history of violence (or showing up to inform with no intention of on-the-spot arrest) to let them know they are in violation of the law and request they turn themselves in within the next X days if there is no reason to assume evidence could be destroyed by the person during that time?

It’s not proven but highly expected that it was someone pulling strings as some sort of revenge for other situations.
