So unelected people determine how the government is run? How is that democratic?

Not sure how you got to that determination from reading that comment. Perhaps you should educate yourself on the subject matter before making such statements.

I am Swedish and understand the relationship between our government and the various agencies. Elected people make laws to direct the agencies, and the agencies implement said directives.

I have educated myself and having agencies who make their own independent decision about implementation would be less democratic than one under the control of those elected by the people.
