I think that's mainly true. Of course, there are specialized applications necessary to connect the data of one program to another or some fringe cases but by and large new software isn't really needed. A lot of it is coded because of an arms race (hackers vs. security) or to take advantage of people (more ways to make them spend money).
Most new tech is just shit.
