If it runs on Chromebooks does that mean Chromebooks can be made into generic UEFI laptops?

Yes. Even before this you could use MrChromebox's UEFI Coreboot on a lot of ChromeOS devices. You can run Linux or even Windows on them.

For Intel/AMD Chromebooks, yes.
