i believe the rationale for that btw. is that a bad reference would effectively make you unemployable, because who is going to hire someone with that kind of a reference. and that would cause serious problems not only for the employee but also for the country as a whole because someone who is unemployable would have to live on social welfare. so we really want to avoid that anyone ends up being unemployable.
