I'm not sure it's "intentional": in the distant past AirBNB let you read the other's review before leaving one yourself, and they changed that to avoid exactly the sort of dilemma you're pointing out. It is genuinely surprising to me that mere presence of a review of a guest by a host is interpreted as a bad review; when I was hosting it was generally expected that hosts would review everyone.
