As history has already shown during the Nuremberg Trials, "Following orders" doesn't absolve the individual responsibility of the people under command.
Rogue would imply they are doing something at odds with the President’s wishes. The reality is worse.
There are those the law protects but does not bind.
And then there's us.
I think we're deep into a post-law environment at this point, though. People who weren't bound by the law will not be protected by it either.
