The tools to decompile starcraft were released on github. The next step is to recompile it to HTML5 instead of ARM. You can read about it here:

Never if Blizzard has anything to say about it. Every time somebody tries to port SC, Blizzard shuts them down. Their lawyers are bloodthirsty.
